Fix and enhance build and launch workflow

We may use this script to build other binary images, not just kernel images.

Implement user-lib with the following features:
- Entry point and main placeholder
- Panic handling
- Syscall to provide access to OS
- Output and print functions

A user app can now be built with the user-lib as a dependency.

- Updated the project to a workspace to contain user side packages
- Added user-build package (could be used as `build`) to build user app
- Implements a linker script to link user app
- Implements build script to setup build config for user app
