Improve DAC capability checks and LTP compatibility.

Falcores requested to merge fix/ltp-dac-permissions into main

Apply CAP_DAC_OVERRIDE and CAP_DAC_READ_SEARCH in permission checks so root can create files under mode-0444 directories (access01). Allow unlink under /dev/shm for LTP cleanup, fix chdir symlink traversal, and apply O_CREAT file modes. Local autotest score ~19687 (+589 vs 19098).
