- replace upstream llama.cpp README with a contest-project README that leads
  with the project pitch, key results, innovation, doc nav, and compliance
  (upstream README preserved as README_LLAMA_CPP_UPSTREAM.md)
- move 17 historical exploratory scripts out of the repo root into
  results/historical/scripts/ with a README explaining they are early
  exploratory artifacts, not part of the final reproducible benchmark path
  (final path = results/run_minimal_matrix.py and run_linux_matrix.py)
- keeps the root directory clean so reviewers see a project, not a flat dump
