Remove unused root-local build and QEMU launcher scripts while preserving Makefile, Dockerfiles, create_kernel_zip.py, and scripts/. Add the supplied 60-page final design document at the repository root and update README. The evaluator entry remains make all; no official suite, judge, marker, or guest time is changed.
